Packaging Regulations, Retrofit Sales, and the New Aftermarket Opportunity
New requirements around extended producer responsibility, recyclability claims, 2D barcodes, and traceability don’t automatically lead to full equipment replacement. More often, the customer wants to know whether an existing line can be adapted before they commit to a larger capital project. These requirements and regulations often create a first wave of line audits, material trials, coding upgrades, label verification, vision inspection, controls work, service assessments, and staged retrofit plans.
California’s SB 54 (effective on May 1, 2026) establishes an extended producer responsibility program for packaging and single-use plastic food service ware. CalRecycle’s SB 343 page also says restrictions on recyclability indicators apply to products and packaging manufactured after October 4, 2026. In addition, GS1 Sunrise 2027 is pushing brands and retailers toward 2D barcodes that can carry richer product and supply-chain data. For equipment manufacturers, those changes turn regulation into a practical question: can the customer’s current line support the next packaging requirement?

The First Sales Conversation Is No Longer About New Equipment
When a customer calls about a regulation-driven packaging change, the first step should often be an installed-base audit. The salesperson needs to understand what’s already running before recommending a new system, upgrade, or service path.
That means asking specific questions:
- What machine is installed?
- What year, model, controls platform, and configuration?
- What materials and package formats are running now?
- What new material, code, label, or traceability requirement is driving the conversation?
- What coding, marking, inspection, labeling, reject, and data systems already exist on the line?
- What production constraints does the plant need to protect, such as speed, scrap rate, sanitation, downtime, or changeover time?
A retrofit-focused salesperson should be able to sort the customer’s options into a clear decision path. Sometimes the current machine can handle the change with minor adjustments. Sometimes it needs to change parts, a service assessment, new tooling, upgraded controls, a coding system, or label inspection. Sometimes a staged retrofit buys the customer time while they test materials or wait for clearer customer requirements. And sometimes full replacement is the better answer because the existing platform can’t support the new requirement reliably.

Material Changes Are Creating Application Engineering Conversations
Regulation-driven packaging changes often cause material-handling problems on the line. A customer may want to reduce plastic, move toward a recyclable structure, test recycled-content material, use thinner film, change labels, or evaluate a paper-based format. The regulatory reason may sit outside the plant, but the failure point often appears in forming, sealing, cutting, filling, labeling, inspection, or downstream handling.
In this case, application engineering needs to enter the sales process earlier. A material that looks viable in a packaging strategy meeting may behave differently at line speed. Thinner films may stretch, curl, tear, or create more scrap. A recycled-content structure may respond differently to heat or pressure. A paper-based package may require different guides, adhesives, tooling, or sealing technology. A new label substrate may affect adhesion, print contrast, inspection accuracy, or scanner readability.
The sales conversation should move quickly from “Can you run sustainable packaging?” to more useful questions:
- What structure are you testing?
- What speed do you need to maintain?
- What seal strength is required?
- What scrap level is acceptable during trials?
- Does the change affect cartoning, case packing, palletizing, or inspection?
- What documentation will the customer need after the trial?
For aftermarket sales teams, that creates opportunities around change parts, sealing upgrades, film-handling modifications, sensor adjustments, tooling, service visits, and testing support. The value is reducing the customer’s uncertainty while they work through packaging changes that may not be fully settled yet.
2D Barcodes Are Driving Coding, Marking, Verification, and Data Upgrades
GS1 describes Sunrise 2027 as a global transition from 1D UPC barcodes to 2D barcodes that can provide greater transparency, stronger traceability, and richer data across the supply chain. GS1 also recommends a crawl-walk-run approach, with brands starting by adding 2D barcodes to existing packaging and retailers installing optical scanners that can read 2D barcodes and extract GTIN data at the point of sale.
This situation creates one of the clearest retrofit opportunities for equipment companies. A 2D barcode project is more than a packaging artwork update. The packaging line has to print, apply, inspect, reject, and sometimes record the code correctly.
Your sales team needs to ask whether the code is pre-printed or printed inline, whether the current printer can produce a readable 2D code at production speed, whether the labeler places the code accurately, and whether the line needs barcode verification or machine vision.
They also need to know what data goes into the code. Is it only the GTIN, or does the customer want lot, batch, expiration, product variant, URL, or other application identifier data? Where does that data originate, and can the customer’s ERP, MES, WMS, or label-management system send it reliably?
The upgrade path may include thermal transfer printing, inkjet, laser coding, print-and-apply labeling, barcode verification, machine vision, scanner integration, reject controls, software work, and code-placement testing.
Recyclability Label Rules Are Turning Claims Into Inspection Problems
California’s SB 343 is another example of regulation impacting operational needs. According to CalRecycle, the law prohibits use of the chasing arrows symbol or other recyclability indicators on products and packaging unless certain criteria are met.
If a customer needs to change recyclability claims, disposal instructions, packaging artwork, or regional label versions, the equipment conversation may involve print control, label application, vision inspection, SKU separation, file management, and reject handling. A brand may need one label for California, another for a different market, and another for a retailer-specific requirement. The wrong label on the wrong product is no longer just a cosmetic issue. It can create compliance, customer, and inventory problems.
Aftermarket sales teams can help by focusing on verification and control. Can the labeler hold placement tolerances? Can the printer manage variable claim language by SKU or region? Can vision inspection detect missing icons, wrong text, bad codes, or mismatched labels? Can the control system prevent production if the wrong print file or label roll is loaded? Can service document the inspection setup after the upgrade?

Traceability Is Turning Packaging Lines Into Data Capture Points
The FDA’s Food Traceability Rule requires additional records for certain foods, and FDA says the compliance date has been proposed for extension to July 20, 2028, with Congress directing FDA not to enforce the rule before that same date. Even with that delay, food companies still need time to prepare the systems that support lot visibility and recordkeeping.
Packaging equipment doesn’t create full traceability by itself. It can, however, become one of the places where traceability succeeds or breaks down. The packaging line may need to:
- Print lot codes
- Apply labels
- Verify codes
- Reject failed packages
- Capture events
- Send information to quality, warehouse, ERP, MES, or recall systems
The strongest way to sell into this conversation is to treat traceability as a workflow: data source, print or apply, verify, reject, record, transfer, and audit. If one step is weak, the customer may still have a traceability gap even after buying new hardware.
That gives aftermarket and retrofit teams room to sell practical upgrades. A customer may need better printers, higher-resolution inspection, reject confirmation, event logging, scanner integration, remote access, or service documentation.
Aftermarket Sales Teams Need to Lead With Diagnostics
The aftermarket opportunity is strongest when the salesperson starts with the customer’s constraint, not the supplier’s catalog. The constraint may be material compatibility, code readability, label accuracy, reject handling, data transfer, changeover frequency, machine speed, sanitation, unsupported controls, parts availability, or service documentation.
Packaging regulations add another reason for customers to spend money in those areas. They may not be ready to replace a full line, but they may need:
- An audit
- Material trial
- Critical spare package
- Controls review
- Coding upgrade
- Label inspection
- Machine vision
- Software connection
- Preventive maintenance agreement
The commercial value comes from helping the customer stage the work in the right order.
A useful retrofit path might start with a line audit, move into material or code testing, identify change parts or inspection gaps, add controls or data integration, and then document what was changed. Full replacement should stay on the table, but it shouldn’t be the only answer.
Retrofit-Focused Selling Requires a Different Technical Sales Profile
If you sell packaging equipment, the sales profile for this environment is more specific than general industrial sales experience. You need people who can diagnose installed equipment, understand line constraints, coordinate application engineering, and sell staged upgrades without losing sight of the larger account opportunity.
A strong candidate should be comfortable discussing:
- Machinery configuration
- Controls
- Coding
- Labeling
- Inspection
- Service history
- Material trials
- Upgrade paths
